The Civil and Local Government Staff Association ( CLOGSAG), have kicked against the appointment of Madam Henrietta Lamptey, as the new Registrar for the Birth and Death Registry.
They contend that Madam Lamptey, does not have the academic qualification to occupy such a position.
They explained that the office of Registrar is supposed to be occupied by someone with the Knowledge in registration, but the profile of this new appointment lacks such.
“The position of Registrar of Births and Deaths Registry per Act 1027 should be occupied by a person with the relevant academic qualification, experience and knowledge in civil service “, they stressed.
Addressing a press conference in Accra, the Executive Secretary of the CLOGSAG , Mr Isaac Bampoe-Addo, called for the reversal of the appointment of Madam Lamptey, saying the appointment is nothing but a political one which is a violation of Article 195 ( 1) of the 1992 constitution.
He was reacting to the appointment of Madam Henrietta Lamptey, who has since been hurriedly introduced to the staff of the Registry.
“ That under Article 195(1) of the 1992 constitution of Ghana the power to appoint persons to hold or act in an office in the Public Services shall vest in the President, acting in accordance with the advice of the Governing Council concerned given in consultation with the Public Services Commission “, he explained.
The appointment of Madam Henrietta Lamptey, he therefore noted is not in accordance with the advice of the Civil Service Council.
The outspoken Executive Secretary was of the view that the blatant disregard for procedures of appointments into the Civil Service and Local Government Service, as well as the neutrality principle are unwarranted and regrettable.
In furtherance to their opposition to the appointment of Madam Henrietta Lamptey, CLOSAG has filed a suit at the High Court to reverse what he said is a political appointment.
Explaining what he means by political appointment, Mr Bampoe Addo, indicated that Madam Lamptey was the Personal Assistant to the former Minister for Local Government and Rural Development, Hajia Alima Mañana, which makes her politically tainted and therefore cannot be appointed, since a supreme court ruling bars politically exposed people from occupying same .
