Minority to challenge Joe Wise’s ruling on motion to overturn budget approval

The Minority in Parliament has served notice it will challenge the conduct of the First Deputy Speaker of the House Joseph Osei-Owusu over his ruling on the motion to overturn the approval of 2022 budget statement and economic policy of government.

The Bekwai MP short down the motion after admission, secondment and debate amidst chaos in the chamber last week. The minority contends the first deputy speaker ought to have put a question on the motion for the House to decide instead of proceeding to rule.

Records of proceedings for the day reflected the speaker’s ruling was cut short as a result of the chaos.

However, Joseph Osei-Owusu directed for the records to be amended insisting he ruled dismissing the motion moved by Minority leader Haruna Iddrisu.

The Speaker’s position was however challenged by the Minority leader who insisted the deputy speaker had not powers within the standing orders to rule on a motion which had been debated.

He consequently served notice he will file a motion to challenge the conduct of the speaker.

Meanwhile, Finance Minister Ken Ofori-Atta has revealed he has written to the Speaker of Parliament over his modifications of portions of the controversial 2022 budget following public reaction.
