Prior to this, from 1994 to 1999, Dr. Pelpuo was the Director of the Issa Youth Leadership Training Institute in the Upper West Region, where he oversaw the training of young people in leadership and technical skills. His early career also included roles as a District Youth Coordinator in Wa District and the Acting Regional Youth Coordinator for the National Youth Council in the Upper West Region.
