The problem at the National Service Secretariat (NSS) is a microcosm of what is happening in public sector from the Ministries, Departments and Agencies (MDAs).
In other for things like this to be a thing of the past, the Government needs to audit all the Ministries, Departments and Agencies.

Every year, we are all witnesses of the work of the Public Accounts Committee of Parliament (PAC). Every year, they make very interesting findings against public servants, they make their recommendations and not a single person is prosecuted.
The office of the Minister of Justice and Attorney do not complement the work of PAC by making sure that individuals found culpable are prosecuted to serve as deterrent to others.

Coordinators of the NSS across the country, to be paying Service Personnel on the table?
At the end of every month, monies are paid into the accounts of District Offices of NSS, the co-coordinator goes to withdraw the money, takes it to their office for Service Personnel to come and queue, signed their names and be given their allowances on the table.
When you make it so easy for people to steal, not even the righteous can be spared, he or she will definitely be influenced.
Which forward thinking and civilized people, will do what we are doing.
Unfortunately, this practice started with the inception of the National Service, Governments have come and gone, we have had so many National Service Coordinators, it never occurred to anyone of them to suggest the opening of accounts for Personnel, so that their allowances will be paid into their accounts.
Not too long, the Service Secretariat, had to cancel the voluntary Service, which was helping a lot of graduates, who were waiting to get jobs, the reason the Secretariat gave for abrogating the voluntary Service, was the lack of funds, yet so much money, finds its way into the private pockets of individuals.
How can people be so insensitive to the well-being of their fellow human beings for selfish reasons.
