Among the numerous promises made by candidate Akufo-Addo and the New Patriotic Party (NPP) in the run up to the 2016 elections, was that Municipal, Metropolitan, and District Chief Executives, will no longer be appointed, but elected.
After one year and four months in the life of this administration and we are yet to hear any concrete steps and action plans, put in place to actualize the promise.
The president, instead for political capital, decided to constitute a commission of enquiry into the creation of new regions.
Coming events, it is said, first cast their shadow. We are witnesses to the petitions the commission of enquiry, has received from Chiefs, elders and ordinary citizens, about their objections to the intended creation of new regions.
The President, can decide to ignore other promises, but one that, is intended to bring governance to the doorstep of the ordinary citizens, cannot be ignored.
Election of MMDCEs, is no longer a matter of choice, it is a must that must happen before 2020 election.
The framers of the 1992 Constitution, did not envisage that, square pegs will be put in charge of our assemblies, and so they left the appointment to the discretion of the president.
It is obvious from experience since 1992 that, a lot of those appointed to head the assemblies, do not have the capacity and know-how, to manage the assemblies. Appointments are made based on political consideration.
Most of the development projects that are left to central government to undertake, could have been done by the assemblies, have we made it an elected position and we elect individuals, who have the wherewithal to mobilize resources.
An example of a bad appointment is, Ms Jennifer Dede Afagbedzi, as the Chief Executive Officer of the La-Nkwantanang-Madina Municipal Assembly (LaNMMA).
The Assembly, has not seen any single project since her appointment, even the election of a presiding officer, has always ended in a deadlock, because of bad leadership.
Mistakes such as this, can only be solved to a large extent, when we start electing MMDCEs. For now they are only accountable to the president, not the people.
